Newport News downtown: The redefinition of place

Newport News once had a vital downtown. With the growth of the Shipyard, downtown became dominated by a series of large, faceless parking lots. Nevertheless, the roots of downtown remain evident and provide the seeds for a redefined district. These include proximity to the water, beautiful historic buildings, and strong civic presence.

The “Superblock”, a 5-acre parcel in the heart of downtown, currently serves as a parking lot and underused open space. Mayor Price presented this site to the Mayors’ Institute to explore strategies for jumpstarting change. Based on this input, a citywide charrette was initiated to define a Superblock concept. During this process, it became evident that the redesign of the Superblock alone would not transform the area. Hence, the resulting vision included a broader look at the area’s assets and how these can redefine downtown as a place with a sense of presence -- an attraction for residents, workers and visitors.

This session will illustrate how a dynamic public process can define a struggling downtown, and the tools that can be used to redefine an area even before construction begins. This session will be interactive, encouraging the audience to share their views, input and precedents throughout the session.
