Richmond's Stormwater Program

With the new State mandated stormwater program the City embarked on an ambitious approach. This approach involved creating a new chapter in the City Code which combined all the environmental programs in one section of Code. The City combined the E&S ordinance, the Chesapeake Bay Ordinance, the Floodplain Ordinance and the new Stormwater Ordinance into a single comprehensive ordinance and program. This new program eliminated the land disturbing permits associated with the building permit process and instituted a new land disturbing permit process that requires E&S plans for all developments outside of a Chesapeake Bay area which proposes to have more than 4,000 square feet of land disturbance. If the project is within the Chesapeake Bay area the soil disturbance threshold is 2,500 square feet. In cases where a totally new project is proposed that involves 3 lots of more a Richmond Stormwater Management Permit (RSMP) is required. This process attempts to simplify and streamline the stormwater mandates that the development community has to address while providing protection of the City’s environmental resources.
